To operate a satellite broadcasting business, an applicant shall complete and submit an application form, along with an operations plan, to the regulatory agency. 衛星廣播電視事業之經營，應填具申請書及營運計畫，向主管機關提出申請，經審查許可，發給衛星廣播電視事業執照，始得營運。
境外衛星廣播電視事業經營直播衛星廣播電視服務事業，應由其在中華民國之分公司填具申請書及營運計畫，向主管機關提出申請，經審查許可，發給衛星廣播電視事業執照後，始得播送節目或廣告。
境外衛星廣播電視事業經營衛星頻道節目供應事業，應由其在中華民國之分公司或代理商填具申請書及營運計畫，向主管機關提出申請，經審查許可，發給衛星廣播電視事業執照後，始得播送節目或廣告。
第一項至前項之許可程序、審查項目、評分基準及其他應遵行事項之辦法，由主管機關定之。
