系統經營者有下列情形之一者，予以警告或處新臺幣二十萬元以上四百萬元以下罰鍰：
一、違反第三十九條第一項之規定，使用插播式字幕。
二、違反第三十九條第二項所定管理辦法中有關使用原則、方式、公共服務資訊之範圍或其他應遵行事項。
