The service rates of the country-code top-level domain name registry or National Internet Registry for providing the registration services of top-level domain names, IP addresses and autonomous system numbers should be based on the break-even principle.The registry in the preceding paragraph should invite experts and scholars to form a rate committee to determine the service rates and report them to the competent authority for reference, before the rates are implemented; the same shall apply to changes.
