Administrative Regulations for Major Dispute Mediation of Telecommunications Enterprises Article 7
The head of the competent authority shall, after the applicant has paid the mediation fee, appoint one commissioner from the competent authority’s commissioners as the mediator and establish the mediation panel（hereinafter referred as the Panel）to handle the mediation.Depending on the complexity of the case, the competent authority may hire two other persons in the list of scholars and experts in the preceding article to assist with the mediation, and their powers are the same as those of the mediator.The mediator shall not receive a salary, but the competent authority may, in accordance with relevant regulations, pay the mediator attendance, transportation and examination fees.

主管機關應於申請人繳納調處費用後，由主管機關首長就主管機關委員指派一人擔任調處委員，成立爭議調處會（以下簡稱調處會），處理調處案。
主管機關得視案件繁複程度，於前條學者專家名單內，另聘兩人協同調處，其職權與調處委員相同。
調處委員均為無給職，但主管機關得依相關規定，支付調處委員出席費、交通費及審查費。
