The Applicant shall apply adhering to Article 22 of these Rules and accomplish system installation within the approved system installation period. The system installation may be implemented on installment basis, with overall installation period not exceeding three years. For the installations unable to be accomplished within the installation period the applicant may apply for an extension period stating an appropriate reason from the central administrative authority two months before the accomplish date. The extension period may not exceed six months and shall be allowed only once.
