Regulations for Application and Examination of Public Telecommunications Network Establishment Article 9
Those who apply for the establishment of a public telecommunications network that do not use telecommunications resources（hereinafter referred to as the “applicant without using resources”）shall submit the following documents to the competent authority for its approval, unless otherwise specified by law. The same rule shall be applied when making an addition or change to the establishment of a telecommunications network.1. Application.2. Network establishment plan.3. Telecommunications business registration certificate, and a photocopy of corporate/ business registration or agency establishment documents.4. Review fee payment receipt.5. Other documents announced by the competent authority.

申請設置未使用電信資源之公眾電信網路者（以下簡稱未使用資源之申請者），應檢具下列文件，向主管機關申請核准；其有增設或變更者，亦同。

四、審查費繳交證明文件。
