Hakka Basic Act Article 16
The government shall actively offer incentives for academic and indigenous knowledge research related to Hakka culture; it shall also encourage colleges and universities to establish Hakka colleges, departments, graduate institutes and degree programs so as to develop and strengthen the Hakka knowledge system.Regulations for the amounts, qualifications, and methods of providing incentives mentioned in the preceding paragraph shall be formulated by the Hakka Affairs Council.

政府應積極獎勵客家學術與在地知識研究，鼓勵大專校院設立客家學術相關院、系、所與學位學程，發展及厚植客家知識體系。
