Regulations Governing the Operation by Insurance Enterprises of Compulsory Automobile Liability Insurance Article 2
An insurer applying to engage the Compulsory Automobile Liability Insurance (hereinafter referred to as "this Insurance") shall be qualified as follows:(1)An established non-life insurance company approved by the competent authority.(2)Its business scope includes automobile insurance, with sound condition in finance and business management, and ability to operate this Insurance.(3)To cope with the Special Compensation Fund under this Act, it can protect the legitimate rights and interests of the injury parties in automobile traffic accidents.

保險業申請經營強制汽車責任保險（以下簡稱本保險），應具備下列資格條件：
一、經主管機關核准設立之財產保險公司。
二、其營業範圍包括汽車保險且財務、業務健全及有經營本保險業務能力者。
三、配合本法特別補償基金，能維護汽車交通事故受害人之合法權益者。
