The Act Governing Bills Finance Business Article 31
The total outstanding amount of guaranteed or endorsed Short-Term Bills by a Bills Finance Company shall be determined by the Competent Authority after consulting with the CBC.In order to improve the operations of a Bills Finance Company, the Competent Authority may, after consulting with the CBC, when necessary, restrict the total outstanding amount of guarantees and endorsements for Short-Term Bills by a Bills Finance Company.

票券金融公司辦理短期票券之保證、背書總餘額，由主管機關會商中央銀行定之。
為健全票券金融公司之經營，主管機關於必要時，經會商中央銀行後，得限制票券金融公司對特定行業所發行短期票券保證、背書之總餘額。
