Standards Governing the Establishment of Bills Finance Companies Article 3
The promoters of a bills finance company shall, at the time of promotion, fully subscribe the total issued shares in the amount of the paid-in capital, and pay up at least 20 percent of the share capital.The promoters shall be jointly and severally liable for subscribing and paying for any shares that have been subscribed but not yet paid for; the same shall apply to any shares that have been subscribed but for which the subscription has been withdrawn.

票券金融公司之發起人應於發起時，按實收資本額一次認足發行股份之總額，並依認股比率至少繳足百分之二十股款。
發起人已認而未繳股款者，應由其他發起人連帶認繳；其已認而經撤回者，亦同。
