Rules Governing Offshore Banking Branches Article 6
Offshore banking branches shall establish rules for business operations, including, at least the followings:(1)organizational structure and responsibility of each department;(2)staffing, personnel management, and training;(3)internal control systems;(4)business principals and policies;(5)operational handbook and division of responsibility; and(6)rules for risk management.The business of offshore banking branches shall be operated in accordance with applicable laws and regulations and the rules established pursuant to the preceding paragraph.

國際金融業務分行應訂定經營業務之章則，其內容至少應包括下列事項：
一、組織結構及部門職掌。
二、人員配置、管理及培訓。
三、內部控制制度。
四、營業之原則及方針。
五、作業手冊及權責劃分。
六、風險管理規範。
國際金融業務分行之經營，應依法令及前項所訂業務章則為之。
