Regulations Governing Issuance of NTD Bank Debentures by Foreign Bank Branches Article 4
The funds raised from the NTD bank debentures shall be used for one of the following conditions and may not be exchanged to foreign currency for use:1. Relevant financing of major public constructions, offshore wind power constructions, and other constructions of green energy industries in Taiwan.2. Relevant financing in sustainable economic activities specified by the competent authority.The Foreign Bank Branch shall establish management mechanisms such as evaluation procedures, regular audits, and supervision for the use of funds, financing allocation, and control measures.

依本辦法發行之新臺幣金融債券，所募集資金之使用範圍，應符合下列情形之一，且不得兌換為外幣使用：
一、使用於我國境內重大公共建設、離岸風電建設及其他綠能產業建設之相關融資。
二、使用於符合主管機關所定之永續經濟活動之相關融資。
外國銀行分行應就資金用途、融資撥貸及控管情形，建立評估程序、定期查核及監督等管理機制。
