Regulations Governing Centralized Securities Depository Enterprises Article 11
A "participant" of a CSDE shall be confined to the following:1.The Ministry of Finance.2.Stock exchanges.3.Over-the-counter securities exchange.4.Securities firms.5.Securities financing enterprises.6.The custodian institution consigned for custody of securities investment trust funds, fund for discretionary account consignment of investment, and funds and securities of overseas compatriots, foreign nationals, or qualified foreign investment institutions.7.Dealers of the central government bonds.8.Financial institutions.9.Insurance companies.10.Issuers of securities delivered through book-entry system.11.Other entities as approved by the FSC.

證券集中保管事業之參加人，以下列為限：
一、財政部。
二、證券交易所。
三、證券櫃檯買賣中心。
四、證券商。
五、證券金融事業。
六、受託保管證券投資信託基金、全權委託投資資金、境外華僑及外國人款券或外國專業投資機構款券之保管機構。
七、中央公債交易商。
八、金融機構。
九、保險業。
十、以帳簿劃撥方式交付無實體有價證券之發行人。
十一、其他經本會核定者。

三、證券櫃檯買賣中心。
四、證券商。
五、證券金融事業。
六、受託保管證券投資信託基金、全權委託投資資金、境外華僑及外國人款券或外國專業投資機構款券之保管機構。
