Organic Act of the Mainland Affairs Council Article 3
The Council’s responsibilities are as follows:1. Research and assessment of the overall cross-Strait situation, policy planning, review, and coordination.2. Integrated planning, review and coordination of the policies, exchanges, negotiations, and other affairs related to cross-Strait culture and education.3. Integrated planning, review and coordination of the policies, exchanges, negotiations, and other affairs related to cross-Strait economy and trade.4. Integrated planning, review and coordination of the policies, exchanges, negotiations, and other affairs related to cross-Strait laws, governments, and regulations.5. Integrated planning, review and coordination of the policies, exchanges, negotiations, and other affairs related to laws, governments and regulations of Hong Kong and Macau.6. Research, planning, coordination and execution of communication with the legislative branch, domestic and international communication and explanation, and news releases related to Mainland policies.

二、兩岸文教政策、交流及協商等業務之統合規劃、審議及協調。
三、兩岸經貿政策、交流及協商等業務之統合規劃、審議及協調。
四、兩岸法政政策、法規、交流及協商等業務之統合規劃、審議及協調。
五、關於香港與澳門政策、法規、交流及協商等業務之統合規劃、審議及協調。
六、大陸政策國會聯繫、國內外溝通說明與新聞發布之研擬、規劃、協調及執行。
