Enforcement Rules of the Personal Data Protection Act Article 31
"Public interest groups", as referred to under paragraph 1 of Article 52 of the PDPA, shall mean incorporated charities, incorporated foundations or administrative entities established in accordance with the Civil Code or other laws and having the professional ability regarding the protection of personal data.
