Organizational Act of the National Science and Technology Council Article 3
The Council shall have one minister, who shall concurrently be a Minister without Portfolio of the Executive Yuan; and three deputy ministers, of whom two shall be equivalent to 14th-grade senior-level civil servants and the other shall be a 14th-grade senior-level civil servant.The Council shall have between eleven and fifteen Council members, all assigned or appointed from heads of research institutions, heads of relevant central government agencies and academics and experts on a concurrent basis by the Premier of the Executive Yuan.

本會置主任委員一人，由行政院政務委員兼任；副主任委員三人，其中二人職務比照簡任第十四職等，另一人職務列簡任第十四職等。
