The governments at all levels must adopt preferential and incentive measures to guide environmental protection undertakings and the development of non-governmental environmental protection organizations, and encourage private investment in environmental protection undertakings.The central government must provide guidance and management for environmental protection undertakings in order to improve the quality of environmental protection projects and services.
