Before handlers may handle toxic and concerned chemical substances, they shall apply for and obtain permits, registration documents, or approval documents from the special municipality, county or city competent authority in which the following types of sites are located:I. Manufacturing sitesII. Import, export, and sales sitesIII. Usage sitesIV. Storage sites

毒性及關注化學物質之運作人，應於運作前向下列場所所在地直轄市、縣（市）主管機關申請核發許可證、登記文件或核可文件，始得運作：

三、使用：使用場所。
四、貯存：貯存場所。
