Waste Disposal Act Enforcement Rules Article 4
The matters designated in this Act as the enforcement responsibilities of enforcement authorities are as follows.1. Special municipality government environmental protection bureaus:(1) Official announcement and designation of special municipality clearance areas.(2) Planning and acquisition of land to be used for special municipality general waste recycling, clearance and disposal.(3) Planning and implementation of special municipality general waste recycling, clearance and disposal work.(4) Collection of special municipality general waste clearance and disposal fees.(5) Installation and operational management of special municipality general waste disposal facilities.(6) Investigative and punitive matters related to special municipality waste.(7) Planning and implementation of general industrial waste clearance and disposal commissioned by the special municipality.(8) Testing of special municipality general waste characteristics and survey of special municipality general waste types and quantities(9) Performance of the reporting, determination, tagging, removal and official announcement of waste vehicles occupying road space by the special municipality(10) Waste research designated or commissioned by the special municipality and the training and management of disposal personnel(11) Other special municipality general waste disposal matters2. City environmental protection bureaus:(1) Official announcement and designation of city waste clearance areas(2) Planning and acquisition of land to be used for city general waste recycling, clearance and disposal(3) Planning and implementation of city general waste recycling, clearance and disposal work(4) Collection of city general waste clearance and disposal fees(5) Installation and operational management of city general waste disposal facilities(6) Investigative and punitive matters related to city waste(7) Planning and implementation of general industrial waste clearance and disposal commissioned by the city(8) Testing of city general waste characteristics and survey of city general waste types and quantities(9) Performance of the reporting, determination, tagging, removal and official announcement of waste vehicles occupying road space by the city(10) Waste research designated or commissioned by the city and the training and management of disposal personnel(11) Other city general waste disposal matters3. County environmental protection bureaus:(1) Planning and acquisition of land to be used for county general waste recycling, clearance and disposal(2) Planning and implementation of county general waste recycling, clearance and disposal work(3) Installation and operational management of county general waste disposal facilities(4) Collection of county general waste clearance and disposal fees(5) Investigative and punitive matters related to county waste(6) Planning and implementation of general industrial waste disposal commissioned by the county(7) Testing of county general waste characteristics and overall planning, coordination and supervision of the survey of county general waste types and quantities(8) Performance of the reporting, determination, tagging, removal and official announcement of waste vehicles occupying road space by the county(9) Waste research designated or commissioned by the county and the training and management of disposal personnel(10) Other county general waste disposal matters4. Rural township, urban township and city public offices:(1) Official announcement and designation of rural township, urban township or city waste clearance areas(2) Determination and interpretation of the autonomous general waste disposal laws and regulations of rural townships, urban townships or cities(3) Planning and implementation of rural township, urban township or city general waste recycling and clearance work(4) Collection of rural township, urban township or city general waste clearance and disposal fees(5) Planning and acquisition of land to be used for rural township, urban township or city general waste recycling, clearance and disposal(6) Investigative and punitive matters related to rural township, urban township or city waste(7) Planning and implementation of general industrial waste clearance commissioned by the rural township, urban township or city(8) Performance of the reporting, determination and tagging of waste vehicles occupying road space by the rural township, urban township or city(9) General waste clearance and disposal commissioned by the rural township, urban township or city pursuant to Article 5, Paragraph 4 of this Act and other general waste disposal matters

本法所定執行機關之執行事項如下：
一、直轄市政府環境保護局：
（一）公告指定直轄市之清除地區。
（二）直轄市一般廢棄物回收、清除、處理用地之規劃及取得。
（三）直轄市一般廢棄物回收、清除、處理工作之規劃及執行。
（四）直轄市一般廢棄物清除處理費徵收之執行。
（五）直轄市一般廢棄物清理設施之設置及操作管理。
（六）直轄市廢棄物之稽查及處分。
（七）直轄市受託清除、處理一般事業廢棄物之規劃及執行。
（八）直轄市一般廢棄物性質之檢驗與種類及數量之調查。
（九）直轄市執行占用道路廢棄車輛之查報、認定、張貼、移置及公告。
（十）直轄市指定或委託辦理廢棄物研究與清理人員之訓練及管理。
（十一）直轄市其他有關一般廢棄物清理事項。
二、市環境保護局：
（一）公告指定市之清除地區。
（二）市一般廢棄物回收、清除、處理用地之規劃及取得。
（三）市一般廢棄物回收、清除、處理工作之規劃及執行。
（四）市一般廢棄物清除處理費徵收之執行。
（五）市一般廢棄物清理設施之設置及操作管理。
（六）市廢棄物之稽查及處分。
（七）市受託清除、處理一般事業廢棄物之規劃及執行。
（八）市一般廢棄物性質之檢驗與種類及數量之調查。
（九）市執行占用道路廢棄車輛之查報、認定、張貼、移置及公告。
（十）市指定或委託辦理廢棄物研究與清理人員之訓練及管理。
（十一）市其他有關一般廢棄物清理事項。
三、縣環境保護局：
（一）縣一般廢棄物回收、清除、處理用地之規劃及取得。
（二）縣一般廢棄物回收、清除、處理工作之規劃及執行。
（三）縣一般廢棄物清理設施之設置及操作管理。
（四）縣一般廢棄物清除處理費徵收之執行。
（五）縣廢棄物之稽查及處分。
（六）縣受託處理一般事業廢棄物之規劃及執行。
（七）縣一般廢棄物性質之檢驗與種類、數量調查之統籌、協調及督導。
（八）縣執行占用道路廢棄車輛之查報、認定、張貼、移置及公告。
（九）縣指定或委託辦理廢棄物研究與清理人員之訓練及管理。
（十）縣其他有關一般廢棄物清理事項。
四、鄉（鎮、市）公所：
（一）公告指定鄉（鎮、市）之清除地區。
（二）鄉（鎮、市）一般廢棄物清理自治法規之訂定及釋示。
（三）鄉（鎮、市）一般廢棄物回收、清除工作之規劃及執行。
（四）鄉（鎮、市）一般廢棄物清除處理費徵收之執行。
（五）鄉（鎮、市）一般廢棄物回收、清除、處理用地之規劃及取得。
（六）鄉（鎮、市）廢棄物之稽查及處分。
（七）鄉（鎮、市）受託清除一般事業廢棄物之規劃及執行。
（八）鄉（鎮、市）執行占用道路廢棄車輛之查報、認定及張貼。
（九）鄉（鎮、市）依本法第五條第四項受託處理一般廢棄物，及其他有關一般廢棄物清除事項。
