Waste Disposal Act Enforcement Rules Article 3
The matters designated in this Act as the responsibility of special municipality, county and city competent authorities are as follows.1. Planning, determination and implementation of special municipality, county or city waste disposal programs and plans2. Determination and interpretation of the autonomous waste disposal laws and regulations of special municipalities, counties and cities3. Supervision, incentives, investigation and approval for special municipality, county or city waste disposal work4. Planning, determination and official announcements for the collection of special municipality, county or city general waste clearance and disposal fees5. Training and management of special municipality, county or city general waste disposal personnel6. Issuance of permit documents, supervision, checking and management for special municipality, county or city public and private waste clearance and disposal organizations7. Research and development and public awareness work for special municipality, county or city waste disposal8. Coordinated planning and deployment of special municipality, county or city general waste clearance machinery9. Coordination and supervision of special municipality, county or city general waste disposal.10. Special municipality, county or city waste disposal monitoring, surveying, testing and analysis, and statistics compilation11. Issuance of permit documents, supervision, checking, control and management for waste import, export, transit and transshipment12. Registration and management of waste recycling and disposal enterprises that handle waste that is required to be recycled13. Other special municipality, county or city waste disposal matters.

本法所定直轄市或縣（市）主管機關之主管事項如下：
一、直轄市或縣（市）廢棄物清理方案與計畫之規劃、訂定及執行。
二、直轄市或縣（市）廢棄物清理自治法規之訂定及釋示。
三、直轄市或縣（市）廢棄物清理工作之督導、獎勵、稽查及核定。
四、直轄市或縣（市）一般廢棄物清除處理費徵收之規劃、訂定及公告。
五、直轄市或縣（市）一般廢棄物清理人員之訓練及管理。
六、直轄市或縣（市）公民營廢棄物清除處理機構許可文件之核發與督導、查核及管理。
七、直轄市或縣（市）廢棄物清理之研究發展及宣導。
八、直轄市或縣（市）一般廢棄物清除機具之統籌及調度。
九、直轄市或縣（市）一般廢棄物清理之協調及督導。
十、直轄市或縣（市）廢棄物清理之監測、調查、檢驗分析及統計資料之製作。
十一、廢棄物之輸入、輸出、過境、轉口許可文件之核發與督導、查核、管制及管理。
十二、應回收廢棄物回收處理業之登記及管理。
十三、其他有關直轄市或縣（市）廢棄物清理事項。
