Waste Disposal Act Article 43
Except as otherwise approved by the central competent authority, waste testing and analysis under this Act shall be conducted by testing and analysis entities holding permits issued by the central competent authority.Regulations governing the conditions and facilities required for the testing and analysis entities referred to in the preceding paragraph, the qualification restrictions applicable to testing and analysis personnel, permit application and review procedures, permit matters, revocation, issuance and renewal of permits, suspension and resumption of operations, inspection and evaluation procedures, administration, and other matters required to be complied with shall be prescribed by the central competent authority.

廢棄物之檢驗測定，除經中央主管機關核准外，應由取得中央主管機關核發許可證之檢驗測定機構辦理。
前項檢驗測定機構應具備之條件、設施、檢驗測定人員資格限制、許可證之申請、審查程序、許可事項、廢止、許可證核（換）發、停業、復業、查核、評鑑程序、管理及其他應遵行事項之辦法，由中央主管機關定之。
