Air Pollution Control Act Article 42
Motor vehicles shall obtain central competent authority issued vehicle model exhaust testing compliance verification and central competent authority certification and authorization before they may apply for license plates.The management regulations governing the issuance, revocation and cancellation of the motor vehicle model exhaust testing, compliance, verification and other matters requiring compliance in the preceding paragraph, shall be determined by the central competent authority.The central competent authority in consultation with relevant agencies shall determine regulations for the certification and authorization of motor vehicle air pollutants in Paragraph 1.

汽車應取得中央主管機關核發之車型排氣審驗合格證明，並經中央主管機關驗證核章，始得申請牌照。
前項汽車車型排氣審驗合格證明之核發、撤銷、廢止及其他應遵行事項之辦法，由中央主管機關定之。
第一項汽車空氣污染物驗證核章之辦法，由中央主管機關會商有關機關定之。
