Long-Term Care Services Act Article 5
The following matters shall be under the authority of the local competent authority:1. Providing long-term care (LTC) services, and formulating, planning, promoting, and implementing LTC policies and the LTC system within its jurisdiction.2. Implementing the LTC policies, laws and regulations, and related planning programs established by the central competent authority.3. Conducting local training for LTC services.4. Supervising and assessing LTC institutions within its jurisdiction, and conducting evaluations prescribed to be carried out by local competent authorities pursuant to Article 39, paragraph 3.5. Planning and mobilizing local LTC financial resources, and allocating and subsidizing LTC expenditures.6. Providing incentives for LTC institutions in areas within its jurisdiction that face development difficulties or have insufficient resources.7. Other LTC service matters of a local nature.

下列事項，由地方主管機關掌理：
一、提供長照服務，制定轄內長照政策、長照體系之規劃、宣導及執行。
二、執行中央主管機關訂定之長照政策、法規及相關規劃方案。
三、辦理地方之長照服務訓練。
四、轄內長照機構之督導考核及依第三十九條第三項之辦法所定應由地方主管機關辦理之評鑑。
五、地方長照財源之規劃、籌措與長照經費之分配及補助。
六、獎勵轄內發展困難或資源不足地區之長照機構。
七、其他屬地方性質之長照服務事項。
