Long-Term Care Services Act Article 4
The following matters shall be under the authority of the central competent authority:1. Formulation, promulgation, and promotion of national long-term care (LTC) policies, laws and regulations, and planning of the LTC system in accordance with the provision of LTC services.2. Supervision of, and coordination with, municipal and county (city) governments in the implementation of LTC services.3. Planning for the protection of the rights and interests of LTC service users.4. Evaluations by the central competent authority pursuant to Article 39, Paragraph 3 and development and rewards to LTC institutions.5. Guidance and supervision of LTC institutions operating across multiple municipalities or counties (cities).6. Planning for the management, cultivation, and training of LTC service personnel.7. Planning and mobilization of LTC financial resources, and allocation and subsidization of LTC expenditures.8. Research, development, and monitoring of LTC information systems and service quality.9. Planning and promotion of international cooperation, exchange and innovative services of LTC services.10. Coordinating and allocation of LTC services in areas with insufficient resources.11. Other national-level planning, supervision, and oversight relating to LTC services.

下列事項，由中央主管機關掌理：
一、依提供長照服務，制定全國性長照政策、法規及長照體系之規劃、訂定及宣導。
二、對直轄市、縣（市）政府執行長照之監督及協調事項。
三、長照服務使用者權益保障之規劃。
四、長照機構之發展、獎勵及依第三十九條第三項之辦法所定應由中央主管機關辦理之評鑑。
五、跨縣市長照機構之輔導及監督。
六、長照人員之管理、培育及訓練之規劃。
七、長照財源之規劃、籌措與長照經費之分配及補助。
八、長照服務資訊系統、服務品質等之研發及監測。
九、長照服務之國際合作、交流與創新服務之規劃及推動。
十、應協調提供資源不足地區之長照服務。
十一、其他全國性長照服務之策劃及督導。
