Long-Term Care Services Act Article 14

The central competent authority shall periodically conduct surveys on long-term care (LTC) resources and needs, taking into consideration multicultural characteristics and the specific circumstances of outlying islands and remote areas, and shall formulate LTC service development plans and adopt necessary incentive and support measures based on the survey results.To ensure balanced development of LTC resources, the central competent authority may delineate LTC service network areas, plan regional resources, establish service networks and delivery systems, and develop workforce plans. In areas with excess resources, the establishment or expansion of LTC institutions may be restricted; in areas with insufficient resources, the competent authority shall provide incentives and support to strengthen the LTC service system.Plans for LTC services, delineation of LTC service network areas, and workforce development in Indigenous peoples’ regions shall be formulated and implemented jointly by the central competent authority and the central Indigenous peoples affairs authority.The central competent authority shall provide incentives and support for research related to innovative LTC services.The items and methods of incentives and support under paragraphs 1 and 2, the restrictions on the establishment or expansion of LTC institutions, and the regulations governing the delineation of LTC service network areas, workforce development, and other related matters under paragraph 2 shall be prescribed by the central competent authority.
