People with Disabilities Rights Protection Act Article 52-1
The central competent authorities in charge of specific business shall actively collect the regulation (criteria) of accessible software and hardware products from each country every year to stipulate a national accessibility regulation (criteria) for each product design or service provider. The authorities shall also encourage manufacturers or service providers to follow the regulation (criteria) when developing, producing their products or providing the service through incentives and certificate systems.The central competent authorities in charge of specific business shall prescribe and manage the stipulation of standard certificate issuing for the incentive contents, qualifications, targets, and products or services mentioned in the above paragraph.

中央目的事業主管機關，每年應主動蒐集各國軟、硬體產品無障礙設計規範（標準），訂定各類產品設計或服務提供之國家無障礙規範（標準），並藉由獎勵與認證措施，鼓勵產品製造商或服務提供者於產品開發、生產或服務提供時，符合前項規範（標準）。
中央目的事業主管機關應就前項獎勵內容、資格、對象及產品或服務的認證標準，訂定辦法管理之。
