Convention on the Rights of Persons with Disabilities Implementation Act Article 5

1.Government agencies at all levels shall be responsible for planning, promoting, and implementing matters prescribed by the Convention in accordance with their current legal duties and responsibilities. Where matters involve the duties and responsibilities of different agencies, they shall coordinate and liaise with each other. 2.The government shall cooperate with governments of other countries, domestic and international non-governmental organizations, and human rights institutions to protect and promote the realization of all human rights of persons with disabilities as safeguarded by the Convention. 3.The government shall solicit opinions from disability organizations to establish human rights indicators, benchmarks, and impact assessment and monitoring mechanisms for policies and bills to evaluate the implementation and impact of the Convention.
