Regulations Governing Management of Infectious Biological Materials Article 11
An entity’s BSO and BSAT officer shall be served by the entity’s personnel with professional knowledge and competence in biosafety and biosecurity related fields, who may start acting as the BSO or BSAT officer after attending training courses for biosafety management personnel organized by the central competent authority or an accredited training institution and obtaining a qualification certificate.For entities meeting all the following criteria, their BSOs who have been approved by the local competent authority before the amendments to these Regulations take effect on April 30, 2026 may obtain the qualification required under the preceding paragraph within two years from the effective date of that amendments and, during that period, shall not be subject to the restrictions set out in the preceding paragraph:1. The entity does not possess, store, use, dispose of, or import and export pathogens in Risk Groups 3-4, or any BSAT; and2. The entity has not set up a high-containment laboratory.

生安主管及管制性生物材料主管，應由設置單位具生物安全、生物保全相關領域專業知識能力之人員，參加中央主管機關自行或認可訓練機構辦理之生物安全管理人員訓練課程，並取得合格證明文件後，始得擔任。
設置單位符合下列各款條件者，於本辦法中華民國一百十五年四月三十日修正施行前，其經地方主管機關核定之生安主管，得自本辦法修正施行之日起二年內，取得前項資格，不受前項規定之限制：
一、未持有、保存、使用、處分及輸出入第三級、第四級危險群病原體及管制性生物材料。
二、未設有高防護實驗室。
設置單位符合下列各款條件者，於本辦法中華民國一百十五年四月三十日修正施行前，其經地方主管機關核定之生安主管，得自本辦法修正施行之日起二年內，取得前項資格，不受前項規定之限制：
一、未持有、保存、使用、處分及輸出入第三級、第四級危險群病原體及管制性生物材料。
二、未設有高防護實驗室。
