Medical Care Act Article 90

The municipal or county (city) competent authority shall examine the establishment or expansion of medical care institutions within the respective jurisdictions in accordance with the plan for medical care network established by the central competent authority. However, the establishment or expansion of large-scale hospitals of a certain scope shall be reported to the central competent authority for approval.The competent authority shall restrict the establishment or expansion of medical care or nursing institutions in areas with surplus of medical facilities.

中央主管機關訂定醫療網計畫時，直轄市、縣（市）主管機關應依該計畫，就轄區內醫療機構之設立或擴充，予以審查。
但一定規模以上大型醫院之設立或擴充，應報由中央主管機關核准。
對於醫療設施過賸區域，主管機關得限制醫療機構或護理機構之設立或擴充。
