Regulations Governing Counseling Education for Offenders of Child and Youth Sexual Exploitation Article 4
The sentence of counseling education shall be given and enforced by the competent authority at the municipality or city/county level that has jurisdiction over the registered residence of the offender.In any of the following circumstances, the sentencing authority may authorize another competent authority at the municipality or city/county level to enforce the aforementioned sentence of counseling education:1. The offender receives counseling education at a correctional facility outside the jurisdiction.2. The offender applies for change of the enforcing authority due to employment, military service, or other factors, and the sentencing authority has granted permission.

輔導教育處分及執行，由行為人戶籍地直轄市、縣（市）主管機關為之。
前項輔導教育之執行，有下列情形之一者，原處分機關得委託其他直轄市、縣（市）主管機關執行：
一、行為人於轄區外之矯正機關接受輔導教育。
二、行為人因工作、服役或其他因素申請轉換執行機關，經原處分機關同意。
