Regulations Governing the National Health Insurance Dispute Mediation Article 15
The Insurer shall present the position paper stating the following matters in accordance with Paragraph 2, Article 81. The reasons not stated in the original Notice of Assessment documents.2. The facts or legal arguments of the mediation application and the Insurer’s opinions.3. Comments on all the arguments put forward by the applicant; those who hold the converse opinion shall attach the reasons to the position paper.4. The evidence available for the original Notice of Assessment.

保險人依第八條第二項規定提出之意見書，應載明下列事項：
一、原核定通知文件未附記理由者，其理由。
二、申請審議案件之事實上或法律上爭點及其所持見解。
三、對於申請人所主張各項爭點，逐一表示意見；其為反對意見者，並應附具理由。
四、據以作成原核定通知之證據資料。
