Enforcement Rules of the Wildlife Conservation Act Article 12
The municipal or county (city) Authorities, in accordance with Article 10, Paragraph 1 of the WCA, Wildlife Refuges may be divided into Central Zones, Buffer Zones and Sustainable Utilization Zones. Conservation plans for Wildlife Refuges shall be drafted accordingly.Before establishing a Wildlife Refuge, the municipal or county (city) Authorities shall consult the appropriate government agencies and also provide a Wildlife Refuge conservation plan description and charts to the NPA for approval.The plan shall include the following information:1.Origin of the plan, location boundary, purpose and geographical planning map;2.Plan area situation and special characteristics;3.Division plan, protection and utilization restrictions, etc.;4.Manpower and budget required for implementing the plan;5.If there was a public meeting, minutes of the meeting shall be included;6.Other required information.The subparagraph 3 of the preceding paragraph the protection and utilization restrictions shall include a prohibition against feeding animals, except for qualified guide dogs, hearing dogs, mobility assistance dogs and their young dogs, as well as service dogs or dogs under training.

直轄市、縣（市）主管機關依本法第十條第一項規定劃定之野生動物保護區，得分為核心區、緩衝區及永續利用區，分別擬訂保育計畫。
直轄市、縣（市）主管機關為前項劃定前，應會商相關機關，並檢附保護區保育計畫書圖報請中央主管機關核定。
保育計畫內容如下：
一、計畫緣起、範圍、目標及規劃圖。
二、計畫地區現況及特性。
三、分區規劃及保護利用管制事項。
四、執行本計畫所需人力、經費。
五、舉辦公聽會者，其會議紀錄。
六、其他指定事項。
前項第三款保護利用管制事項，應包含禁止餵食動物。
但合格導盲犬、導聾犬、肢體輔助犬及其幼犬、執勤犬或訓練犬，不在此限。
