Soil and water Conservation Act Article 16
The following areas shall be delimited as designated soil and conservation areas:1.Reservoir watershed; and2.River watershed that are subject to special protection; and3.Coasts, the riparian zones of lakes and reservoirs, or banks of waterways that are subject to special protection; and4.Sand dunes, sand beaches etc. that are under serious wind erosion; and5.Steep slopeland that is likely to jeopardize public safety; and6.Other areas with a grave impact on soil and water conservation.The designated soil and conservation area under the preceding paragraph shall be established by the central or special municipality competent authority or managed by the designated management authority.

下列地區，應劃定為特定水土保持區：
一、水庫集水區。
二、主要河川上游之集水區須特別保護者。
三、海岸、湖泊沿岸、水道兩岸須特別保護者。
四、沙丘地、沙灘等風蝕嚴重者。
五、山坡地坡度陡峭，具危害公共安全之虞者。
六、其他對水土保育有嚴重影響者。
前項特定水土保持區，應由中央或直轄市主管機關設置或指定管理機關管理之。
