The Farmers Association Act Article 8
When a township, city or district has at least fifty individuals eligible for Farmers’ Association membership, they may initiate the organization of a primary-level Farmers’ Association.A township, city or district in which three or more Farmers’ Associations have been established, or that has received approval from the central competent authority, may organize a superior Farmers’ Association.The National Farmers’ Association shall be jointly initiated and organized by the Provincial Farmers’ Association, special municipality Farmers’ Associations, and county (city) Farmers’ Associations.A lower-level Farmers’ Association shall be a member of its superior Farmers’ Association, and shall receive guidance therefrom. Regulations therefor shall be established by the central competent authority.

鄉（鎮、市、區）內具有農會會員資格滿五十人時，得發起組織基層農會。
鄉（鎮、市、區）農會成立三個以上或經中央主管機關之核准，得組織上級農會。

下級農會應加入其上級農會為會員，並應受其上級農會之輔導；其辦法由中央主管機關定之。
