Agricultural Finance Act Article 6
The central authorities shall plan and promote the Policy-Oriented Special Agricultural Loan. The regulations governing the qualification, maturity, interest rate and the commission of the loans shall be as prescribed by the central authorities.The Agricultural Bank of Taiwan and credit departments shall be progressive in promoting and processing the loans prescribed in the preceding paragraph.The expenses incurred from the Policy-Oriented Special Agricultural Loan prescribed in paragraph 1 shall be budgeted preferentially by the central authorities in the Agricultural Development Fund.The central authorities may commission the Agricultural Bank of Taiwan with the Policy-Oriented Special Agricultural Loan, including the promotion, accomplishment, accounting treatment, revenue and expenditure, statistics, as well as coaching and audit towards management institutions.

中央主管機關應規劃及推動政策性農業專案貸款；其貸款之資格、期限、利率及委託辦理應遵行等事項之辦法，由中央主管機關定之。
前項貸款業務，全國農業金庫及信用部應積極配合推動、辦理。
辦理第一項政策性農業專案貸款所需經費，中央主管機關應於農業發展基金優先編列預算支應。
第一項政策性農業專案貸款有關宣導、推動、帳務處理、財務收支、統計及對於經辦機構之輔導查核等事項，中央主管機關得委託全國農業金庫辦理。
前項貸款業務，全國農業金庫及信用部應積極配合推動、辦理。
辦理第一項政策性農業專案貸款所需經費，中央主管機關應於農業發展基金優先編列預算支應。
