Regulations for Recreational Fishery Article 24
Before a recreational fishing vessel carries passengers to engage in activities of recreational fishery, in the event of any of the following circumstances, the competent authority shall promptly prohibit the vessel’s port departure and impose punishment(s) pursuant to relevant regulations:(1) Number of passengers on board exceeds the maximum number.(2) Passengers do not put on the lifesaving jackets, in violation of Article 15, subparagraph (2).The competent authority of the central government may commission the Coast Guard Administration to enforce inspections and prompt prohibition as referred to in each sub-paragraph of the preceding paragraph.

娛樂漁業漁船於搭載乘客從事娛樂漁業活動前，有下列各款情事之一者，主管機關應即時制止其發航，並依有關規定處分：
一、搭載乘客超過乘客定額。
二、乘客未依第十五條第二款規定穿著救生衣。
前項各款之檢查及即時制止，中央主管機關得委託海岸巡防機關為之。
