The Enforcement Rules for the Forestry Act Article 7
When the remaining parts of a public forest or private forest appropriated by the state are too small in size, or the terrain is so uneven that comparable use of the forest remnant is impossible, the forest owner may request collective appropriation by the state.

公有林或私有林收歸國有之殘餘部分，其面積過小或形勢不整，致不能為相當之使用時，森林所有人，得請求一併收歸國有。
