The Enforcement Rules for the Forestry Act Article 16
Should the managing organization of a state forest or public forest deem it necessary to classify the forest under its jurisdiction as conservation forest as provided in Article 22 of this Act, the grounds for classification shall be stated explicitly. The grounds, together with an attached field survey map, shall be presented to the central government agency for approval. When approval has been granted, the managing organization shall notify the province-level municipality or county/city government agency in writing.

國有林或公有林之管理經營機關對於所轄之國有林或公有林，認有依本法第二十二條規定，編為保安林之必要者，應敘明理由，並附實測圖，報經中央主管機關核定後，函知該管直轄市或縣（市）主管機關。
