Regulations Governing Employment Transfer Procedures and Employment Qualifications for Foreigners Engaging in the Jobs Specified in Subparagraph 8 to 11 of Paragraph 1 of Article 46 of the Employment Service Act Article 3
Employers or foreign workers who apply to transfer employers or work are required to apply online for the following items:1. Items listed in Paragraph 1, Article 7, of the Regulations on the Permission and Administration of the Employment of Foreign Workers (hereinafter Employment Permit Regulations).2. Items listed in Paragraph 1, Article 42 of the Regulations on the Work Qualifications and Permit Management of Foreign Skilled Workers (hereinafter Foreign Skilled Worker Regulations)However, with a legitimate reason and the approval of the Central Competent Authority this condition can be waived.Employers or foreign workers applying to transfer employers or work shall submit all documents required by law, with the exception of certified documentation issued by the central competent authority for the target business, free trade zone administrative authorities, public employment service agencies, special municipal, county (city) governments or state- owned enterprises that the Central Competent Authority can access on the national data network.The aforementioned documents shall be announced publicly by the Central Competent Authority.

雇主或外國人申請外國人轉換雇主或工作，下列所定項目應採網路傳輸方式申請。
但有正當理由，經中央主管機關同意者，不在此限：
一、雇主聘僱外國人許可及管理辦法（以下簡稱聘僱許可辦法）第七條第一項規定所公告之項目。
二、外國技術人力工作資格及許可管理辦法（以下簡稱外國技術人力辦法）第四十二條第一項規定另定之項目。
雇主或外國人申請外國人轉換雇主或工作之應備文件，經中央主管機關由資訊網路查得中央目的事業主管機關、自由貿易港區管理機關、公立就業服務機構、直轄市、縣（市）政府或國營事業已開具證明文件者，得免附。
前項免附之文件，由中央主管機關公告之。
但有正當理由，經中央主管機關同意者，不在此限：
