Mass Rapid Transit Act Article 43
The operation organization of a mass rapid transit system shall collect information, do research, and analyze causes of accidents and abnormal events, and undertake accident prevention measures and improvement measures, which may be inspected by the local competent authority.Each year, the operation organization of a mass rapid transit system shall formulate a safety management report for the current year based on its review of the accidents and abnormal events that occurred during the preceding year, and submit said report to the local competent authority before the end of the first quarter. The report must include the following content:1. The operational safety philosophy and targets of the operation organization of a mass rapid transit system.2. The organizational structure and implementation methods for safety management.3. The measures adopted or proposed for adoption that will ensure and enhance operational safety.4. Review of accidents and abnormal events, and corresponding preventative measures.5. Other important matters related to operational safety.The operation organization of a mass rapid transit system shall retain records documenting its operation, monitoring, and maintenance of carriages. The central competent authority shall determine the items requiring retention, the retention period, and management matters.The operation organization of a mass rapid transit system and relevant personnel shall also cooperate with investigations of the Taiwan Transportation Safety Board in accordance with the Transportation Occurrences Investigation Act.

大眾捷運系統營運機構，對行車事故及異常事件，應蒐集資料調查研究，分析原因，並採取預防及改進措施，地方主管機關得予查驗。
大眾捷運系統營運機構應根據前一年度之行車事故及異常事件檢討結果，於每年第一季結束前，向地方主管機關提出當年度安全管理報告；其報告內容應包括下列事項：
一、大眾捷運系統營運機構營運之安全理念及目標。
二、安全管理之組織架構及實施方式。
三、為確保及提升營運安全所採取或擬採取之措施。
四、行車事故及異常事件之檢討及預防措施。
五、其他與營運安全有關之重要事項。
大眾捷運系統營運機構就其營運列車之行車運轉、列車監控及維修保養之紀錄，應予保存；其保存之項目、期限及管理事項由中央主管機關定之。
大眾捷運系統營運機構及相關人員另應依運輸事故調查法配合國家運輸安全調查委員會辦理調查。
