Regulations Governing Travel Agencies Article 65

A travel agency may not commission a person that is not an employee of a travel enterprise to conduct travel businesses. However, those designated service personnel accompanying a tourist group in accordance with Article 41 may be exempt from such restriction.Travel agency businesses engaged in by a person that is not an employee of a travel agency shall be deemed illegal.
