Regulations Governing Water Recreation Activities Article 19
Those who take customers to engage in diving activities shall abide by the following rules:1. Those taking customers to engage in scuba diving or free diving activities shall possess certification as a qualified diving instructor issued by a domestic or foreign diving institution; and the number of persons per instructor per time is limited to the following:1.1 Scuba diving: A maximum of eight persons per time.1.2 Free diving: A maximum of four persons per time; with the addition of an assistant who meets the requirements of Article 17, the limit can be increased to six persons.2. Those taking customers to engage in snorkeling activities shall possess qualifying certification from the responsible authorities or an organization authorized by those authorities to conduct instruction and training, and each such employee may take a maximum of ten persons on each snorkeling activity.3. Those engaging in scuba diving or free diving activities shall be able to provide relevant diving proficiency certification.4. Those taking customers to engage in any diving activity shall be fully familiar with the conditions in the diving location, and must accurately inform the divers thereof, including informing them of at least the following matters: the time limit of the activity, the depth limit, the water current direction, the underwater terrain, dangerous areas, and the concepts and rules of environmental protection; and shall stop the activity if he or she fails to receive the compliance of any member of the diving group. He or she shall also instruct the divers to take into consideration their state of health and level of fitness.5. Surface marker buoys, lift bags, free-diving platform(s) and other buoyancy equipment shall be taken on every diving activity, and dive flag(s) shall be put in place in the diving activity location.

帶客從事潛水活動者，應遵守下列規定：
一、帶客從事水肺潛水或自由潛水活動者，應持有國內或國外潛水機構之合格潛水教練能力證明，每人每次指導人員限制如下：
（一）水肺潛水：每人每次以指導八人為限。
（二）自由潛水：每人每次以指導四人為限；其增加一位符合第十七條規定之助教者，得增加至六人。
二、帶客從事浮潛活動者，應具備各相關機關或經其認可之組織所舉辦之講習、訓練合格證明，每人每次以指導十人為限。
三、以切結確認從事水肺潛水或自由潛水活動者持有潛水能力證明。
四、帶客從事潛水活動者，應充分熟悉該潛水區域之情況，並確實告知潛水者，告知事項至少包括：活動時間之限制、最深深度之限制、水流流向、底質結構、危險區域及環境保育觀念暨規定，若潛水員不從，應停止該次活動。
另應告知潛水者考量身體健康狀況及體力。
五、每次活動應攜帶潛水標位浮標或浮力袋、自潛浮台等其他浮力配備，並在潛水區域設置潛水活動旗幟。
