Aircraft Flight Operation Regulations Article 228
The operator shall ensure that during take-off and landing and whenever by reason of turbulence or any emergency occurring during flight, except for those passengers on board a free balloon, all personnel on board the aircraft shall be secured in their seats by means of the seat belts or harnesses provided, and shall be instructed in any such emergency action.When encountering turbulence or emergency in flight, all personnel on board the aircraft shall also be informed to take appropriate actions by the crew member.

航空器搭載乘員者，航空器使用人應確保機長於航空器起飛、降落時，應告知乘員扣緊安全帶或肩帶。
但以自由氣球搭載乘員者，不在此限。
飛航中遭遇亂流或緊急情況而必要時，組員應告知乘員採取適當之行動。
