Aircraft Flight Operation Regulations Article 227
An airplane shall not be refuelled when passengers are embarking, on board or disembarking unless:1. It is properly attended by qualified personnel on board ready to initiate and direct an evacuation of the airplane; and2. Two-way communication shall be maintained between the ground crew supervising the refuelling and the qualified personnel on board the airplane.Helicopters shall not be refuelled when occupants are embarking, on board, disembarking or while the rotor blades are turning unless approved by CAA.

飛機乘員於機艙內或上、下飛機時，航空器使用人不得進行加油作業。
但有下列情形者，不在此限：
一、有合格之人員能在旁待命，提供緊急逃生及疏散之指令及引導。
二、飛機上飛航組員及地面加油人員已建立雙向通訊管道。
直昇機乘員於機艙內或上、下直昇機或旋翼旋轉時，航空器使用人除經民航局核准外，不得進行加油作業。
但有下列情形者，不在此限：

二、飛機上飛航組員及地面加油人員已建立雙向通訊管道。
