Aircraft Flight Operation Regulations Article 16
No person may serve as Director of Maintenance unless he/she is familiar with the maintenance part of the operator’s manual and operations specifications, the applicable maintenance rules and regulations and1. Either holds or has held a valid aircraft maintenance engineer certificate and mechanical related experience for at least 3 years; or2. Has an experience in the maintenance on aircraft of transportation category for 5 years or more, and at least one year of which was in a supervisory capacity.

機務主管除應熟悉與其業務相關各類手冊、民用航空運輸業維護作業、營運規範及相關民航法規適用之維護規定外，並應具備下列各條件之一：
一、持有或曾持有航空器維修工程師檢定證並具有機務相關工作三年以上之經驗。
二、運輸類航空器五年以上之維護經驗，且其中有一年以上曾擔任管理職之經驗。
