Aircraft Flight Operation Regulations Article 141
Operators shall provide, for the use and guidance of maintenance and operational personnel concerned, a General maintenance manual (GMM) which shall be carried into effect after acceptance of CAA. A designated maintenance organization shall conduct maintenance in accordance with General maintenance manual (GMM) of the operator.An operator shall ensure that the General maintenance manual (GMM) is amended as necessary to keep the information therein up to date and complete. If an amendment to General maintenance manual (GMM) is required, such amendment shall be accepted by CAA before effect.The maintenance organizations and personnel employed by an operator shall conduct aircraft maintenance in compliance with General maintenance manual (GMM), without infringement.The operator shall provide, for the use and guidance of maintenance and operational personnel concerned, a maintenance programme approved by CAA. The maintenance programme should be based on maintenance programme information made available by the State of Design or by the organization responsible for the type design, and any additional applicable experience, for each airplane as required shall including the following information:1. Maintenance tasks and the intervals at which these are to be performed, taking into account the anticipated utilization of the airplane.2. When applicable, a continuing structural integrity programme.3. Procedures for changing or deviating from maintenance programme4.Condition monitoring and reliability programme descriptions for aircraft systems, components and engines.The operator shall consider the operation environment and expected flight conditions if the maintenance tasks and the intervals be provided in subparagraph 1 of the preceding paragraph.The design and application of the operator’s maintenance programme shall observe Human Factors principles.Copies of all amendments to General maintenance manual (GMM) and the maintenance programme shall be furnished promptly to all organizations or persons to whom General maintenance manual (GMM) and the maintenance programme have been issued.

航空器使用人應訂定航空器維護能力手冊，報請民航局備查後實施。
受委託之維護機構亦應據以執行航空器之維護。
航空器維護能力手冊應隨時保持最新及完整之資料。
如有變更，其實施前應先報請民航局備查。
航空器使用人之維護組織及人員應依航空器維護能力手冊實施航空器之維護，並不得違反之。
航空器使用人應訂定維護計畫，報請民航局核准後，據以執行各種維護工作。
維護計畫應依航空器設計國民航主管機關或型別檢定證持有人所提供之資訊，及過往之操作經驗訂定之；其內容應至少包含下列事項：
一、維護工作項目及其執行時距。
二、適用之結構維護計畫。
三、維護計畫之修正程序。
四、航空器系統、零組件與發動機之監控及可靠性管制計畫之關聯說明。
前項第一款內容之訂定，應考量航空器操作環境及預期使用情況。
航空器維護能力手冊及維護計畫之規劃及實施應符合人為因素原則。
航空器維護能力手冊及維護計畫之各項修訂應儘速分發至所有手冊使用者。
