Civil Aviation Act Article 8
The owner or operator of an aircraft shall apply to CAA for aircraft registration. A certificate of registration shall be issued if the application meets all appropriate requirements. No ROC-registered aircraft shall be registered in a foreign country without first canceling its Chinese registration.Aircraft that have been registered in a foreign country shall not be allowed to apply for registration in the ROC until its registration has been cancelled.

航空器應由所有人或使用人向民航局申請中華民國國籍登記，經審查合格後發給登記證書。
已登記之航空器，非經核准註銷其登記，不得另在他國登記。
曾在他國登記之航空器，非經撤銷其登記，不得在中華民國申請登記。
已登記之航空器，非經核准註銷其登記，不得另在他國登記。
