Regulations Governing the Investment to Build, or Lease to Operate the Commercial Port Facilities For State-Run or Private Enterprises Article 10
Where the ownership of commercial port facilities invested and operated by state-run or private enterprises belongs to the Administration Authority; the state-run or private enterprises may negotiate free rental period on such commercial port facilities with the Administration Authority.The free rental period described in the preceding paragraph should be computed according to the Investment and Operation plan documents. Such calculation should be based on the accumulated value of annual cash flow of state-run or private enterprises; if it is less than one full year, it shall be computed on a pro rata basis.

公民營事業機構投資興建之商港設施，其所有權歸屬經營機構者，公民營事業機構得就該商港設施與經營機構約定免租使用年限。
前項免租使用年限，以經營機構同意之投資經營計畫書所訂公民營事業機構年現金流入現值累計金額達投資額之年度數計之，不足一年者依比例按月計算之。
