Regulations for Managing Skippers of Yachts and Power-Driven Small Ships Article 4
The water authority referred to in these Regulations means one of the following agencies having jurisdiction over water recreational activities according to the law:1. The authority in charge of the waters where yachts and powerboats navigate within the scope of a scenic area or national park.2. The authority in charge of the waters where yachts and powerboats navigate within the scope of a commercial port or fishing port.3. The municipal or city/county government in charge of the waters where yachts and powerboats navigate.

本規則所稱訓練水域管理機關，係指依法對各該水域遊憩活動有管轄權之下列機關：
一、遊艇與動力小船航行之水域位於風景特定區、國家公園所轄範圍者，為該水域之管理機關。
二、遊艇與動力小船航行之水域位於商港、漁港管轄地區者，為該港管理機關。
三、遊艇與動力小船航行之水域為直轄市、縣（市）政府所轄水域者，為該直轄市、縣（市）政府。

二、遊艇與動力小船航行之水域位於商港、漁港管轄地區者，為該港管理機關。
