The Law of Ships Article 28-3
The shipping administration authority shall implement spot check for the matters of navigation safety to ships of the Republic of China and non-Republic of China that are shipping passengers and goods or engaged in the business of non-private yachts between ports of the R.O.C.Except for emergency rescue, a ship shall not carry member capacity more than the number approved by the shipping administration authority.

航政機關對中華民國船舶及非中華民國船舶經特許於中華民國各港口間運送客貨或從事非自用遊艇業務之航行安全事項得施行抽查。
